Vt = 0  -> cause speed boat will stop in 8 s
m = 1550kg
t= 8s

Vt = Vo - a.t
0 = 18 - a.8
18 = a8
a=2,25m/s^2

F = m.a
F = 1550 . 2,25
F =3487,5N
