What can we infer about general zaroff based on his desire to hunt humans?

He only cares about his willing to hunt. 
And humans to him weren't so important. 
And since he had already pretty much hunted every animal that walks the earth, and he decided that animals were too easy. He must have been pretty good at hunting since he had masted the art of "animals"

Hunting humans was heartless and cold of the General. :(
