It sounds like you are describing propaganda. For example, during World War I, the US frequently released posters or news material referring to Germans as "Huns" who were determined to kidnap women, children, and terrorize Europe. Another famous example is that of "Uncle Sam" pointing at the viewer with the text stating "I Want YOU for US Army," the goal of which was to drum up support and encourage people to enlist in the war.
