The three steps ethical model is first described in the book "The power of the ethical management", where the authors suggest that it should be used when making a decision about an ethical problem.
The first step is to determine whether the action is legal. In case the action is illegal, then there is no question of ethics, the action is unethical by nature.
The second step is to determine whether the action is balanced.
The final step is to consider how this action is going to make someone feel.
