There are several characteristics of government make it difficult for any one interest group to dominate government for example, Separation of powers do not allocate all the power to a single official lest they misuse it, checks and balances, make it sure that every power and authority is checked by another, appointed officials with fixed terms and elected officials responsible to different constituencies who try to secure the interests of their community instead of a single interest group.
